With the development of social economy, the use of underground pipelines is increasing, the use of underground pipelines can transport oil, natural gas and other human needs. When the material is broken or there is a small crack in the pipeline, it needs to use the ground penetrating radar to locate the position of the damaged pipe. But in order to be able to carry out real-time monitoring of the liquid flow in the underground pipeline, the principle of ground penetrating radar and Doppler velocity measurement can be used to measure the flow velocity of the liquid in the pipeline. So it is convenient to monitor the liquid flow rate in the pipeline, and it has a wide application prospect. The research content of this paper is:(1) the work theory of ground penetrating radar and its influence on the propagation characteristics of electromagnetic waves due to the different dielectric constant, permeability and electrical conductivity of the electromagnetic wave in different media are analyzed. The reflection and refraction of electromagnetic wave in the soil and the interface of different media are studied.(2) the study of the Doppler frequency shift and the use of the pulse Doppler radar to speed up the target of the fuzzy effects were studied.(3) the study of how to analyze and extract the target from the radar echo signal is studied. The main method is the fast Fu Liye transform in the frequency domain and the short time Fu Liye transform and wavelet transform.(4) according to the principle of ground penetrating radar and pulse Doppler velocity measurement, the flow velocity of liquid water inside the PVC pipeline in the ground about underground 0.5m is modeled by MATLAB.The conclusion is that the pulse Doppler radar can measure the velocity of liquid in the underground pipeline, which can be used in the field of natural gas, oil transportation and so on.
