Water resource was indispensable in the process of human production and life.In recent years,it presented the worsening trend.Urban lake eutrophication was important performance to reflect water condition.Cyanobacteria blooms frequently out broke in some water bodies.It extremely threatened drinking health of human beings.Eutrophication assessment and algae control decision optimization scientifically and effectively were key research issue for pollution containment and environment beauty.Based on a lot of research about eutrophication assessment and algae control decision,it analyzed problems existed in the process of assessment and decision.It presented two theories which included eutrophication assessment of improved cloud model and algae control method of Case-Based Reasoning.Firstly it introduced multi-dimensional normal cloud model to describe the problem of randomness and ambiguity.At the same time,weight was determined by combining subjective weighting method AHP and objective weight method CRITIC.The improved method was effectively applied in eutrophication assessment of lake.Then according to complexity characteristics of algae control,it presented the CBR-algae control method based on complex network of dynamic correlation characteristics.In the process of algae control decision,general ontology model was established.The key degree formula of directed network's nodes was presented to optimize property weight.The theory of slots was defined to realize rule-based reasoning.After that the similarity was calculated through improving IFIS to find the best matching case.The algae control method was applied after expert adjustment.Finally based on the research about eutrophication assessment and algae control decision,the system of water quality remote monitoring and algae control decision was designed.And it expounded the realization of system function.
