With the rapid development of the national economy and the improvement of people's living standard, people become more and more rational for meat consumption, meat consumption type is changing from the original necessity to health. Though the increasingly progress of science and technology has made the efficiency and level of meat production greatly promoted, meat in the supply chain of breeding, slaughtering, logistics and distribution containing drug residues and additives, its safety problem is becoming increasingly highlight. So, implementing meat quality and safety of the whole cycle monitoring and tracing system is urgent.The paper reviewed the literature at home and abroad related to meat traceability system and analyzed the current situation of this system development, the structure, function and data transmission of meat quality and safety traceability system based on GIS were developed, according to meat in the whole supply chain of breeding, slaughtering, logistics and distribution. The hardware and software structure of meat cold chain logistics monitoring system and meat traceability system were designed and the key technologies involved in the system were studied.On this basis, the software system of vehicle terminal and monitoring center of the vehicle monitoring system was designed in the paper. According to the requirement of the meat transport phrase, combining with GIS, GPS, GPRS and embedded technology, vehicle terminal hardware platform based on ARM11 processor was established and vehicle terminal application based on Linux was developed, which realized the communication of vehicle terminal and monitor center.Then, meat cold chain logistics monitoring system based on GIS was designed and developed. In Visual Studio 2008 platform combing with MapX, GIS function module, map matching algorithm and vehicle monitoring have been designed.Finally, the meat traceability system based on GIS was also designed and developed in the paper. Each phrase of the meat traceability system, such as the phrase of farming, slaughtering and so on, was designed, each phrase of the system use PDA and its own RFID network to collect data. The structure of database was designed. Meat traceability system was designed and tested, which realized meat-production information tracing in the whole supply chain, made the tracing information transparency, and met the requirements of timeliness and accuracy to information.
