The coordinated development of economy and environment is a hot issue in recent years.Environment is the basis of human existence,if the environmental problems properly handled, will inevitably have catastrophic consequences for human survival. Thus, for the survival of future generations, some developed countries took the lead in the implementation of strict environmental regulations. To meet the environmental protection needs of these countries, the environmental industry was born, and in the environmental protection boom gradually grow.At the same time, because of its tradeable attributes of goods, environmental trade first developed in developed countries. In recent years, the Chinese government has paid more attention to environmental issues than ever before, and has gradually implemented stringent environmental regulations. So,strict environmental regulation for China's environmental industry, what kind of impact? Furthermore, will long-term loose environmental regulations in developing countries undermine the positive effects of technological progress on environmental trade? What strategies should developing countries use to compete with developed countries? For the first question, this paper first analyzes the current situation of the environmental trade market and finds out that the developed countries are in the dominant position in the environment trade market by constructing a world trade network of environmental trade and using network centrality analysis and network factional analysis. While developing countries are catching up.This conclusion provides a realistic basis for this study.Afterwards, the gravitational model of international trade is used to classify the samples that distinguish the developed and developing countries. From the point of view of environmental trade export, environmental regulation has no significant impact on the export of developed countries, but the impact on developing countries is remarkable, which will promote the export of environmental products in developing countries. From this result,it appears that environmental enterprises in developing countries are more mature and more responsive to environmental regulatory responses, but this is not consistent with the results of the present analysis and further studies on the performance of their trading partners found that when a national environmental regulation is strengthened,More inclined to import environmental products in developed countries. From the import point of view, the strengthening of environmental regulation in developed countries is more inclined to import environmental products from abroad, while the developing countries are not significant changes in foreign environmental products difficult to inflow. The results show that, due to the developed countries, the internal environmental laws and regulations and environmental markets is more sound,so their products more competitive, while the lower level of social development in developing countries and relaxed environmental regulation, although their environmental regulations to strengthen Promote their own environmental trade exports, but its products are difficult to compete with the developed countries. Therefore, the development of environmental trade depends on the development of environmental industry. For the second problem,a comparative study of developed and developing countries by the gravitational model reveals that the competitive model of the developed countries is more in line with the Porter hypothesis and that the competition pattern of the developing countries is more in line with pollution paradise.Due to the low socio-economic level and loose environmental regulation of developing countries, the import and export of environmental trade brought about by the progress of science and technology has been weakened. At last,as the development of environmental industry and environmental trade are complementary, this paper puts forward some policy suggestions on developing environmental industry and environment trade based on the developing countries and China.
