| Disaster warning alarm information distribution system plays a crucial role in the practice of disarster-prevention and resistance,especially in the countryside or rural areas.These areas are always attacked by natural calamities while weakly covered by the alarm information distribution system,which has led to huge losses in the work of disarster-resistance.The reasons for this attribute to the lack of alarm information receiving equipment,unconvenience to stall alarm terminal equipment and no or few coverage of communication signals.All these built up the barrier for the alarm information in the “Last Kilometre”.The thesis adopts innovative concept,innovative framework,and advanced technology.Through customizing and developing such softwares as dedicated terminal for multi-source disaster warning alarm,data exchange service platform,streaming media servicecenter,integrated communication gateway,and linkage control center,the system in this research utilizes a dedicated wired or wireless communication channel to push and display media ads,to control disaster warning,to release emergency warning information,to operate multilevel linkage command and control,to guide and evacuate people in emergency,to monitor environmental facilities,to provide public information service as well as to associate with other systems to release alarming information and other medium services.The system consists of Warning Alarm Information Exchange Platform,Play Control center,Communication Network,Communication Gateway,Information Distribution Terminal.Through the wired or wireless channels,it helps to transmit and deliver the important information of emergency and daily affairs,and it is also capable for the relative ad services.Warning Alarm Information Exchange Platform realize s integration of all resources and information and coalescence of defferent operation systems.The most important one that is integrated is Play Control Center,which is an efficient platform to transmit and deliver important information.This center enabl es us to display ads selectively and deliver the timely information of emergency.According to the features of different clients,this thesis has designed Hierarchical rights management,realizing managing and applying delivery of emergency information at provincial,municipal,or prefectural levels,and even in countrysides or other rural areas.This system can be widely applied in such government departmets as meteorological department or emergency department.The terminal can be used not only in big squares with big density of crowds but also in countrysides and rural areas,delivering and transmitting information in time efficiently.It helps to inform,coordinate,evacuate people and keep them in order in emergency,in order to minimize the possible losses.At usual times,this sytem can be applied to broadcast the daily information and display ads.Therefore,this research has great social and economic benefits. |
