Study On Legal Problems Of Soil Pollution Remediation In China

In April 17,2016,Changzhou Foreign Languages School to build a new campus in an old chemical plant near the site,after moved to a new site in more than 200 days,there are 493 students were diagnosed dermatitis,abnormal blood index,etc,even some students were diagnosed with lymph cancer,leukemia,etc.After testing,experts said that the pollution of this school was coincided well with pollutants on the block of the three chemical plants.The soil's own defects caused by its pollution is difficult to be repaired,and need to invest a lot of money and time.China's soil conservation,management of the lack of legal mechanisms,there is no law to prevent soil pollution prevention and control work,which severely restricting the beginning of soil pollution control work.In recent years,pollution incidents have erupted frequently,and the attention of soil pollution problems has gradually increased.There are many proposals on the design of soil pollution problems in the two sessions.Based on this background,this paper puts forward the problems and countermeasures of the legal system of Changzhou soil pollution control,including the establishment of soil pollution control responsibility system,the fund system,the information disclosure system,the perfect standards of land protection and restoration,and strengthening the relevant government departments Supervision and management,to improve the legal mechanism of soil pollution remediation.
