A Study Of Local Government On Environmental Governance And Responsibility

Since the reform and opening up of China’s rapid economic rise,rise behind but also environmental problems exist from extensive development.In recent years,with the frequent fog and haze,environmental problems of air pollution led to serious harm to the interests of the state and people,the environment has become a major obstacle to the road of rejuvenation of the Chinese nation.Environmental protection is a basic state policy of our country,countries facing the environmental problems of attitude is firm and clear,the government must dominate the task of environmental governance,the rule of law,iron pollution.In order to solve the increasingly prominent environmental issues,government and state leaders decided to environmental governance work to a new level.The state has on environmental law and relevant laws and regulations to modify,governments around the country have expressed support for the national environmental resolution,fully demonstrate the determination system of government to carry out the work of environmental governance.The local government is in the line of work in the work of environmental governance,bear the main responsibility for treatment,and have achieved certain results.However,uneven in the local governance capacity and other adverse conditions have not achieved fruitful results expected.Indeed,the government on environmental governance responsibility,but environmental responsibility is by no means is only the responsibility of the government,which the field of market and social responsibility of a blank seriously affect China’s environmental governance.This article from the perspective of public management of local government environmental governance and accountability issues research,according to the actual situation of Tianjin city as an example,from Tianjin haze governance practice experience and air quality improvement as the research focus,a careful analysis of the advantages and disadvantages of local government current environmental governance mechanism,compared to the foreign environmental protection advanced experience,based on political ecology theory,sustainable development theory as the foundation proposed countermeasures of transformation of environmental governance mechanism for local government.On the solid foundation of environmental legal system,clear environmental responsibility,environmental management system optimization,the introduction of market and social forces,enhance the level of government environmental governance and science and technology,innovation environment management means and methods,change the current status of the environmental pollution in Tianjin city so as to provide new ideas and experience to guide the work of environmental governance,realizing the sustainable development of the ecological environment of our country.
