In recent years,China's environmental pollution has been more serious than before.Frequent terrible weather such as haze and acid rain has seriously affected people's lives and health.So environmental problems must be paid attention to.The form of power in China is dominated by thermal power,of which coal-fired power generation is in the proportion of more than 90%.But the process of thermal power will produce large amounts of pollutants such as SO2,NOX,smoke and dust,waste water etc,which are the major sources of the emissions of industrial waste gas.Therefore,the government must implement strict environmental regulation for thermal power plant.In the past thirty years,Chinese government has gradually strengthened the environmental regulation of thermal power plants and achieved remarkable results.In2015,for example,the removal rate of SO2 in thermal power industry is about 80%,the NOX is about 50%,and smoke dust is about 99.5%.However,the evaluation of government regulation behavior should not only focus on the policy effect,but also should consider the input and output of the regulation.This article will be from the input-output perspective,studying the Chinese government thermal power industry environmental regulation performance,and empirical analysis of the factors affecting the performance of environmental regulation in thermal power industry to provide a basis for empirical evaluation of environmental regulation performances of thermal power industry in China.This paper establishes the evaluation system of environmental regulation performance of thermal power industry China,and uses SBM model to measure the SBM efficiency value of the regulation performance in thermal power industry in thirty provinces(except Tibet)in China during 2007-2013.It turns out that the overall efficiency value is low and the average value is 0.53 during seven years,which is in a state of fluctuation.At the same time,the regulation performance differs greatly in the different province.The SBM value in four areas such as Beijing is 1,the performance of regulation is effective,while in Shandong and other 17 provinces it is less than 0.5,indicating that in these regions is ineffective and the regulation performance needs to beimproved.On the basis of the measured performance,a spatial panel Tobit regression model is constructed to analyze the factors affecting the rate of environmental regulation in China's thermal power industry.The results are as follows: the economic development level of has a significant positive impact on the performance of the regulation,which fits the environmental Kuznets curve;The ownership structure has a significant positive impact on the performance of environmental regulation in thermal power industry.State-owned assets account for the higher performance of regulation;The technical level of the enterprises has a noticeable positive impact on the effect of environmental regulation in thermal power industry: the higher the technical level of thermal power enterprises is,the higher the performance of government environmental regulation is;The scale of the thermal power industry has a significant negative impact : the larger the size of the enterprise is,the performance is lower;The government's environmental awareness plays a significant positive part in the performance of environmental regulation in thermal power industry,which can promote the effect obviously.According to the empirical results,this paper puts forward some countermeasures and suggestions on how to improve the performance of environmental regulation in thermal power industry.Specificly including: improve the public participation mechanism,strengthen regulation enforcement,use diverse means of regulation,perfect the regulation supervision mechanism,and improve the performance evaluation mechanism.
