Environmental pollution,as a long-term problem in China's economic growth,has become a major factor hindering China's sustainable development.China is facing an important period of economic restructuring,we should pay attention to environmental issues,to achieve green growth.In recent years,increasingly rampant air pollution has spread across the country.In order to understand the causes of air pollution,we have to discuss this issue in the context of the relevant system.Chinese fiscal decentralization is the basis of understanding China's economic and political system,which is characterized by economic decentralization and political centralization.The combination of the two formed a dual economic and political incentives,leading to local government competition intensified.Although at the beginning of the reform and opening up,the local government competition has made the rapid economic development around the country and stimulated China's overall economic growth,the model of this single development goal inevitably brought about the waste of resources,environmental pollution and ecological destruction.At the same time,The central transfer payment system also has many problems due to its own imperfections,which leads to the fact that the central transfer payment not only does not play its due role in the pollution control,but also does not achieve the desired goal in reducing the regional financial capacity difference.Therefore,on the basis of summing up and innovation,this paper puts forward two ways of fiscal decentralization to affect the emission of emissions,namely,local government competition and central transfer payment,and empirical analysis after theoretical analysis.Based on the panel data of 30 provinces from 2006 to 2015,the GMM method is used to test the effect of fiscal decentralization through local government competition and central transfer payment on waste air disposal.The empirical results show that although localities are also concerned with the role of atmospheric quality in enhancing local competitiveness,local government competition under fiscal decentralization is still mainly manifested as competition for GDP,resulting in increased emissions;similarly,the central transfer payments to the local The competitive distribution of finance also brings about a certain degree of increase in environmental protection investment,but the central transfer payment system's own shortcomings make this inhibition of exhaust emissions has not been fully exploited.Based on the theoretical analysis and empirical test of the emission under the fiscal decentralization,this paper puts forward some policy suggestions from three aspects.First,further clarify and subdivide the specific functions of the central and local governments and establish the effective incentives to make the government's environmental protection functions to be fulfilled;Secondly,improve the central transfer payment system,establish a scientific and strict approval and payment system;Finally,improve the legal System security,strict and impartial law enforcement,while enriching public participation and supervision of public channels.
