Research On Interests Conflicts And Law Coordination Mechanism Of National Park

In the third Plenary Session of the 18 th CPC Central Committee,the Communist Party of China proposed to establish the national park system which was a significant measure for the construction of ecological civilization system.This session pointed out the direction for the construction of national parks in China.As an innovative measure to deal with environmental problems,the national park is considered to be an effective protection mode which can benefit us from the ecological,economic and social aspects.It not only can ensure the ecological environment not be destroyed,but also actively can play an important role in economic sides,promote the development of the protection area of the economy in order to effectively solve the contradiction between environmentai protection and economic development.China's National Park construction practice exposed some problems,such as attaching great importance to economic development and looking down upon protection,and so on.The conflicts of interests are the original cause of these problems,which reflects the interests imbalance of stakeholders in the National Park.These interests conflicts must be effectively solved to strengthen the protection of national park.This thesis focus on exploring the interests conflict ? of ey stakeholders in the construction of national park in order to build an effective legal interests coordination mechanism.This thesis is divided into four parts: the first part introduces the main contents of this article,including research background,research significance,research ideas and methods,the second part introduces the practice of National Park in China,the third part combs the conflict of interests of key stakeholders in National Park,the fourth part puts forward the viewpoint of constructing the legal coordination mechanism,which includes the interests allocation,interests compensation,interests expression,interests defending and settlement of disputes five aspects.
