| Hazard chemical substance transportation incidents always caused serious casualties, environmental pollution and damage to property. With the growth of traffic volume of hazardous chemical substances, incidents take place more frequently. The causes of incidents are numerous, and the relationships among factors are complex. It is difficult to identify the influence of coupling relationships among incident factors accurately, which becomes one of the main reasons that the incidents occur frequently. This paper doing research in order to limit the occurence of incidents, identify complex multi-factors coupling relationships and obtain incident rates more accurately to access risk of hazard chemical substance transportation.First, this paper collected the information of hazard chemical substance transportation incidents published by U.S. Department of Transportation and information of GHS label and MSDS safety data sheets. So that, the hazard chemical substance transportation incident information database is established.Then, using incident database statistical analysis and R-project which can complete data mining, puts forward a method trough getting coupling relationships among hazard chemical substance transportation incident factors to calculate the incident rate. And set UN1263 as an example to introduce the application of method. Next, In order to collect the information which is not included in the information database, and to provide the information found in the information base, developed a system which can auto-generate GHS label and MSDS document. Finally, combined with the coupling relationship between the factors and statistical analysis results, found that human errors have a great influence on the incident. On the basis of the HFACS model,constructed a human error safety checklist analysis system, and provide a basis for the prevention of hazard chemical substance road transportation incidents. The main contents are as follows:(1) Based on the incidents information published by the department of transportation and basic information, properties information, preventions in GHS label and MSDS data sheets, constructed the information database.Classified the consequences of the accident and found out the most common types, then identified the type of the accident causes and calculated basic cause rate. Built the dataset for analysis, analysed the relationship between cause and consequence, to find out different coupling relationship. On the basis of correlation analysis results to determine the factors with greater impact, filter out the weak relationships, establish the fault tree model. Then,transformed into Bayesian networks for accident rate calculation, and take UN 1263 road transportation accident as an example to introduce application.(2) In order to collect the information which is not included in the information database, and provide the database information, as well as generate a unified format of GHS label and MSDS documents. The automatic generation system is constructed which implemented the unified format document automatic generation in English and Chinese. Information that were not included can be collected into the database, provide risk categories and prevention in the English English code that search function.(3) Based on the analysis results, the human error probability is high and relatively independent of other factors. In order to prevent accidents of hazard chemical substance, should focus on avoiding human error. But because of the numerous human errors, there should be a comprehensive system framework to instruct. Therefore, established the safety checklist model for human error identification based on HFACS model to improve analysis efficiency,contribute to the identification of the human errors.According to the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) and the Material Safety Data Sheets (MSDS),analysis method and parameters of coupling relationships and human factors analysis and classification system (HFACS), analyze the coupling relationships among incident factors then calculated incident rates based on the analysis results. And developed the auto-generation system of GHS and MSDS as well as human error analysis system. Providing corresponding basis for the safety of hazard chemical substance transportation. |
