Study On Legal Question Of Soil Heavy Metal Pollution Of Agriculture Field

With the rapid development of industrialization in China,the situation of agricultural land is not optimistic,agricultural land polluted seriously in some areas,people worried about the quality of soil.It is difficult to achieve this goal for what getting command of the situation of agricultural land,improving the quality of soil and implementing food security at an early time.Many problems existed about prevent and remedy agricultural land heavy pollution.The law restricting heavy metal pollution not yet promulgated and supporting laws and regulations are imperfect.In addition,it is easy to lead to power and responsibility is not clear,because of many departments for the management of heavy metal pollution in agricultural land.And public rights protection system is backward,after the farmers have been infringed,it is difficult to get timely relief.In view of the reality of the prevention and control of heavy metal pollution in agricultural land in China,several feasible suggestions have been putted forward based on the successful experience of foreign countries.First of all,as soon as possible,China should enact special laws and regulations on prevention and control of heavy metal pollution in agricultural land,and improve the prevention and treatment of heavy metal pollution in agricultural land,so as to establish a sound and scientific legal system.Second,It`s necessary to optimize the existing pollution control system and establish clear regulatory and regulatory responsibilities.Finally,establish reasonable financial security system,improve the fund system and insurance system to ensure that victims receive timely relief to protect the damaged land to be truly repaired.
