Research On Government's Environmental Responsibilities

In the past forty years,as the most populous country in the world,China's industrialization and urbanization have developed rapidly,the level of material life has been greatly improved,and the achievements in economic construction have attracted worldwide attention.However,accompanied by high energy consumption,high pollution and high waste,extensive economic growth patterns,such as ecological damage,environmental pollution and other negative effects are gradually emerging.In natural ecology,biodiversity continues to decline,ecosystem degradation,energy shortages,problems or potential problems abound.In terms of environmental pollution,urban air quality has declined,surface water and groundwater have been polluted,and the area of soil pollution has expanded,emissions of major pollutants,such as air,water and soil,exceed the carrying capacity of the environment itself.”People's Republic of China has changed from an agrarian society to one of the largest in the world in 60 years,yet it is also one of the most polluted industrial economies.” The spatial and temporal impact of environmental pollution is beyond our existing imagination.Some words in the report of The Eighteenth National Congress of the Communist Party of China: “tight resource constraints,serious environmental pollution and ecological degradation"still constitute the main problems of the current ecological environment.Disputes caused by environmental pollution have increased year by year,and environmental problems have been hindering social development.Environmental crisis already formed,where is the path to break out? There are three theories about the causes of environmental problems: technical theory,culture theory and system theory.In the innovation and application of science and technology,in the formation and infiltration of culture,the study of responsibility system is indispensable in the design and operation of the system.In the process of "green development and efforts to improve the ecological environment",it is imperative to form a "government,enterprise and public governance" environmentgovernance system.There is no doubt that the government's environmental responsibility is in the leading position.This article focuses on the commitment and performance of the government's environmental responsibility.In ecological and environmental protection,the government must take responsibility.What's the government's responsibilities and what's the best way to bear the burden of accountability require specific considerations.There is no doubt that legal responsibility is the most important part of government responsibility system.However,the legal responsibility has its shortcomings.Nowadays it is not possible to shoulder all environmental responsibilities and solve all environmental problems.In addition to legal responsibility,there is moral responsibility and political responsibility.If moral responsibility is the internal nerve center,then political responsibility is the driving mind,and the legal responsibility is the hand and foot to push the practice forward.
