Study On Risk Of Chlor-alkali Industry Based On Environmental Liability Insurance

With the improvement of people living standards,the consciousness of environmental protection has been strengthened,meanwhile,more and more attention has been paid to the problem of environmental pollution.If the accident of explosion leakage happens on the chlor-alkali enterprise in our country,it will not only pollute the environment,but also cause property loss,personal injury and death of the third party.Enterprises will also bear the corresponding responsibilities.However,as a means of risk compensation method,environmental pollution liability insurance can effectively transfer the environmental risk of chlor-alkali enterprises.At present,the liability insurance for environmental pollution is classified according to the industry to which the enterprise belongs,and the corresponding compensation limit and rate are set according to the industry classification.The environmental risk of the chlor-alkali enterprise is different from other enterprises.The premium standards charged are not scientific,which results in insufficient insurance business insured.This paper identifies chlor-alkali enterprises according to their environmental risk degree.Firstly,the environmental sensitivity of chlor-alkali enterprises is analyzed and evaluated,which is divided into three grades according to the evaluation results.Then,it evaluates the possibility of accident from the aspects of human factor,material factor,management factor and environment factor,and divides the possibility of accident into four classes.Finally,in terms of the types and quantity of environmental risk substances,it evaluates and classifies the enterprise environmental risk substances.Through the principal component analysis to determine the weight of the three factors and combined with the floating rate of environmental compulsory liability insurance it provides a reference for the implementation of environmental pollution liability insurance.
