With the development of China,the rapid development of industrialization and the increasing energy consumption,the urban atmospheric environment is grim,and the problem of regional atmospheric pollution marked by fine particles(PM2.5)has become increasingly prominent and caused by our government and society extensive attention.Based on the relevant laws and regulations,this paper chooses Huangzhou District of Huanggang City,Hubei Province as the research object,based on the year of 2015,through the field investigation of the geographical landform,industrial layout and the main air pollution sources in the area,the emission inventory of the main pollutants was constructed by using the emission factor estimation method.Based on the distribution characteristics of the pollution sources in the region,the box environment was used to calculate the atmospheric environment capacity,combined with industrial enterprises and other economic development rate analysis,forecast the atmospheric environmental capacity of 2020?hereinafter referred to as the forecast year?.Finally,with the aim of the lowest cost,the air pollutant reduction and optimization model is determined by taking the reduction capacity as the constraint,the pollutant reduction cost of different pollution sources as parameters,and the air quality optimization control program and improvement proposal.The main conclusions are as follows:?1?The main air pollutant compliance standards:the standard days of SO2?NO2?PM2.5?PM10?O3?CO were 365 days,357 days,200 days,336 days,248 days,358 days.The main pollutants were PM10,PM2.5 and O3 exceeding the standard of0.21 times,respectively and 0.12.?2?The total emissions of major air pollutants in the base year are 110844.7t,of which SO2,NOX,PM10,PM2.5,VOCs,CO and O3 are 8972.26t,15688.1t,10570.23t,4339.41t,40456.68t,30355.45t and 462.57t,respectively accounted for 8.09%,14.15%,9.54%,3.91%,36.50%,27.3%and 0.4%.?3?Based on the distribution of air pollution sources,the characteristics of pollutants and the characteristics of pollution meteorology in Huangzhou District,the environmental capacity of SO2,NO2,PM2.5 and PM10 in the Huangzhou area was estimated to be 15887.33t,23578.9t,11117.83t,12878.18 t.In order to effectively control the environmental quality and to control the target of 80%of the secondary standard of environmental quality concentration,the control indexes of SO2,NOX,PM2.5 and PM10 for the target year 2020 are 12709.86t,18863.12t,8894.26t,10302.5t.Based on the forecast of the economic development rate of industrial enterprises,the SO2,NO2,PM2.5 and PM10 emission sources of the main air pollutants in Huangzhou District are estimated to be 9050.43t,17898.66t,8976.9t and 12585.76t respectively.The target reductions for pollutants PM2.5 and PM10 are 82.64 t/a,2283.26 t/a.?4?In this paper,the linear optimization method is used to analyze the optimal control scheme from the aspects of economic benefit and environmental benefit.The optimal control scheme of the total investment of 333.7582 million yuan includes the investment of 175.3 million yuan to complete 15 industrial sulfur dioxide treatment projects,and the investment of 69.73 million yuan Industrial nitrogen oxide treatment projects,investment 14.7 million yuan to complete seven industrial smoke and dust control projects,investment 9.77 million yuan to build central heating facilities,investment 8.277 million yuan to implement coal to gas,invest 2.34 million yuan to eliminate backward production capacity and resolve excess capacity.Investment 6.728million yuan to complete 50 volatile organic matter management projects,investment3.759 million yuan for the construction of dust pollution control,investment 28.873million yuan to complete the three key industries clean production audit,four key industries clean production technology transformation projects,investment931.3211,97.12 million out of 1014 sets of yellow standard car,2.4 million yuan investment to improve the road dust cleaning works,while 68.53 million mu of agricultural waste to prevent straw burning ban.After the implementation of the optimization program,you can use the environmental quality of Huangzhou District to meet national quality standards.
