Study On The Impact Of Environmental Regulation On Regional Technological Innovation

In the framework of China's economic development,the Changjiang Economic Belt is not only an inland economic belt with international influence but also a coordinated economic belt that brings about the cooperation and development of the eastern,central and western regions.It connects the hinterland and the coastal areas,richly endowed by nature location advantages,economic base,development potential.The Changjiang economic belt includes 11 provinces(city),and the overall economic scale is expected to account for 43%of the total in 2020,which is of great importance in China's overall economic development.In the economic development of the Changjiang Economic Zone,environmental problems also arise,and the task of green development is also aggravated.In order to promote green development and innovation,governments at all levels in China continuously improve the intensity of environmental regulation and enhance the supervision of environment.The requirement for green development and innovation development of Changjiang economic belt is higher and higher,and the task is more and more arduous.This paper mainly discusses the environmental regulation and enterprise technological innovation,and then promotes the relationship between the innovation development and the green development.Based on the current situation of environmental regulation and technological innovation in the Changjiang economic belt,this paper reveals the difference between the directive environmental regulation and the market driven environmental regulation on technological innovation,and discusses the moderating effect of foreign direct investment on different environmental regulation and technological innovation.Based on the analysis of related theories,the dissertation puts forward four research hypotheses.Taking the 11 provinces and cities in the Yangtze River economic belt as the research object,this dissertation makes an analysis of the relationship between the orderly environmental regulation and the market-driven environmental regulation in 11 provinces and cities from 2004 to 2015,foreign direct investment and technical innovation related data analysis,then selects five control variables,finally builds fixed effects model to verify the theoretical assumptions.The results show that both environmental regulations will stimulate technological innovation and market-induced environmental regulation will have more effect on technological innovation.Under the direct foreign investment,both environmental regulations may inhibit technological innovation.On this basis,the further analysis of the effect of environmental regulation in different regions shows that the market-driven environmental regulation in the eastern region is more effective and that the command-type environmental regulation in the central and western regions is more applicable.In order to promote technological innovation and achieve a win-win economic development and ecological protection through environmental regulation,the government should formulate a reasonable environmental regulatory policy,strengthen the construction of regional environmental protection system and encourage enterprises to improve technological innovation capability through environmental regulatory tools so as to realize economy development and environmental protection goals;Enterprises should actively respond to national policies,raise their awareness of social responsibility,build industry self-discipline organizations,strengthen cooperation with foreign enterprises,actively study advanced foreign technologies,and reduce pollutants from the source to achieve long-term development.
