Land Resources Protection Perspective Of Metropolis Suburb Outdoor Garbage Problem Research

With the improvement of urbanization level,metropolis suburb rural outdoor garbage occupation and land resources is increasingly serious pollution.And in recent years,soil environmental protection and pollution control have received more and more attention from the party and government.At the end of 2016,the Ministry of Housing and Urban-rural Development and the Ministry of Environmental Protection issued a joint notice on the collection of rural informal garbage collection points,which means that the land pollution of rural areas will become increasingly important.But in the rural areas of the metropolis,the land resources are piled up in the open air,and the land use structure has become more and more serious.Based on this,the value basis of land resource protection combined with the theory of tragedy of the Commons and land sustainable development theory,and the Q district in Shanghai suburb L town as the study area,the integrated use of literature analysis,data analysis and field visiting survey and interview method to the town of outdoor garbage problem were studied.This study firstly combs and analyzes the historical evolution of the garbage control in the city of Q district in Shanghai,and then makes clear the changes and challenges that arise in the waste management and landuse in L town.At the same time,this study investigated the 25 administrative villages and communities in the town of main trunk road and the peripheral area of the outdoor trash piled up the status quo,including the type of garbage stack,the components of garbage dumps,distribution characteristics and field visit to survey the situation of occupation of land,and then from two aspects of government management and villagers system about the present situation of L town waste management,functional structure,management mode,land demand planning,etc.Furthermore,it is found that there are several problems in L town outdoor garbage.First,outdoor garbage eriously encroaching on the land;Second,outdoor garbage disposal;Third,the construction standard of garbage piling point is low pollution risk;Fourth,the level of governance in villages and towns runs counter to the demands of real governance.And then it is found that the causes of the encroachment and pollution of the land resources mainly include the following aspects:first,the lack of legal and institutional support;Second is the contradiction between the increase of garbage daily output and the uneven allocation of facilities land;The third is the waste disposal land planning system is missing and single,resulting in the disorganization of the land between departments;The forth is that based on the non-marketization of rural collective land and the ambiguity and absence of ownership power,the tragedy of the Commons.The fifth is the institutional level of the quantitative exercise and the garbage "local" management principle;In addition,the lack of awareness of land ecological protection has also contributed to the accumulation of outdoor garbage.Thus,the planning system is not connected,the long-term supervision mechanism is scarce,the implementation of the grass-roots government is inefficient,and a lack of awareness among government authorities and villagers.Based on the above research results,this paper put forward the implementation of the quality-oriented urbanization management,the perfect land planning system to carry out the supervision and management mechanism,to build a long-term system,set up the legal resource recycling point in the village or in town,improve the infrastructure and supporting staff,strengthen the management and the ideology of the villagers,strengthen publicity and education work,practice land conservation countermeasures and Suggestions.
