Research On Incentive Mechanism Of Participatory Management Of Ecological Water Project From The Perspective Of Evolutionary Game

In the 1980 s,many countries in the world have effectively implemented the management system of residents 'participation in water management.Combined with the status quo of China's water conservancy project management,China has also explored various forms of stakeholder(government and residents)such as contract management,stock cooperative and water users' Participatory water management model.In recent years,the participatory management model of ecological water conservancy project has also achieved some success,but still on the ecological water conservancy project property rights restructuring,residents involved in water management and other issues in the form,the reason,the main problem for the stakeholder incentive mechanism The missing.Therefore,this study,combined with the current situation of residents 'participatory water management,systematically studies the incentive mechanism of participatory management in ecological water conservancy project,which makes the government and residents' stakeholders effectively participate in water management,promote urban economic development,improve water use efficiency and ensure water resources sustainable development.Firstly,on the basis of analyzing the current situation of participatory water management at home and abroad and the existing problems of participatory management of ecological water conservancy project,this paper introduces the research on the incentive mechanism of participatory management of ecological water conservancy project.Based on the traditional incentive model This paper proposes a modified participatory incentive model of eco-water conservancy project,which is aimed at improving the selection of parameters of evolutionary game model.The selection of evolutionary game model parameters is more subjective,and on the other hand,it can not ensure that the game model parameters are the main influencing factors.Logistic model identifies the main influencing factors and factors of residents' participation in ecological water conservancy project management.The main influencing factors are used as the evolutionary game model parameters to establish the game and cooperation between the government incentive and the dynamic evolution between the government and the residents This paper analyzes the behavior characteristics of governmentand residents' game at different stages under different evolutionary stability scenarios.On this basis,the design of effective participatory management incentive mechanism of ecological water conservancy project is designed.Secondly,taking Xuchang ecological water conservancy project as an example,State water project participation incentive model for empirical research and application analysis;and finally,it puts forward suggestions and design effective incentive mechanism based on the analysis results.Based on the conclusion,this paper designs a participatory management incentive mechanism for ecological water conservancy project from the aspects of participatory management culture system,supervisory sanctions system,information communication mechanism and public demand subsidy.
