Research On Performance Evaluation Of Sewage Treatment PPP Projects During Operation Phase Under The Perspective Of Reasonable Payment By Government

As the scale of sewage treatment PPP projects are expanding up year by year,how to pay it during operation phase is the key issue that our government departments are facing.To ensure the rationalization of government payment,to implement the performance evaluation during operation phase is the necessary approach.At present,there is a lack of a systematic performance evaluation system of the sewage treatment PPP projects during operation phase.To solve this problem,this paper will analyze the current situation of the performance evaluation of PPP projects in our country and select the appropriate indicator selection method to filter out the suitable indicators.It will build scientific and reasonable performance evaluation indicators and establish the evaluation standard.On this basis,through the literature analysis this paper will explore how the government should pay for the sewage treatment PPP projects during operation phase.The main contents of this paper are as follows:Firstly,according to the characteristics of sewage treatment PPP projects during operation phase and based on the basis of establishing the performance evaluation indicators,the first-level indicators and the second-level and third-level indicators will be established and developed by the methods of analysis,literature research and questionnaire survey.It will build up the initial indicator set of performance evaluation of sewage treatment PPP projects during operation phase and the select the indicators through questionnaires survey and membership analysis so as to obtain feasible outcome indicator set of performance evaluation of sewage treatment PPP projects during operation phase which the theory is corresponding to the reality.Finally,based on the developed indicator system of performance evaluation,after comparing and analyzing some existing methods,we choose the ordinal-relationship analysis method to calculate the indicator weights.Secondly,in order to accurately and effectively evaluate the indicators of performance evaluation of sewage treatment PPP projects during operation phase,and ensure the availability of the performance evaluation indicator system,it is necessary to further determine the performance evaluation standards of the sewage treatment PPP projects during operation phase.Based on the normative documents,relevant documents and the actual case analysis,this paper will determine the value of each evaluation standard of performance indicator.And then based on normative standards and reference standards respectively,the performance evaluation standard value will be confirmed,and the descript-ability of the performance indicator will be achieved.Finally,based on the established performance evaluation system of sewage treatment PPP projects during operation phase,this paper will study how the government should pay fees reasonably.This paper first expounds the significance of implementing efficiency-based payment of sewage treatment PPP projects during operation phase,and then determines the full payment of government based on the literature review and case studies.Finally,themethod of document analysis and the actual case are used to draw up the deductions of government payment and construct the framework of government’s reasonable payment of sewage treatment PPP projects during operation phase.Through the above three aspects of research,the paper finally will build the performance evaluation system of sewage treatment PPP projects during operation phase under the perspective of reasonable payment by government,which is of great significance in promoting the performance evaluation of the sewage treatment PPP projects during operation phase and in realizing the rationalization of government payments.
