With the development of economy and the strengthening of information technology, flow measurement is finding wider and wider application in all fields. The water flow standard device is a verification system which has highly accurate repetition of discharge standard, and can calibrate of flow meter accurately. The research and application play an important part on the flow meter and the detection technology development. A lot of theory research, experiments in flow meter, and the calibrating are carried out on the device. Therefore, there is an urgent need to establish a set of high-precision water flow standard device, which can be applied to calibrating a various types of liquid flow meter, and researching the liquid flow metering and testing method, so that can guarantee the detection accuracy and improve the work efficiency.The main content of this article is the design of the water flow standard device and the technical research of the commutator. Among the designing and calculation of the device, I use the methods of theoretical analysis, numerical simulation and experimental proof. According to the water flow standard device verification regulations, the topic is referred to inspection procedures'the first part-static weighing system, of the measure in the liquid flow in the closed pipeline equipment with weighing method, selected the scheme of the static mass method, and combined with the theory of fluid mechanics knowledge, then, designed to complete a water flow standard device with a double shunt open commutator. Then, I calculate and analyze the uncertainty existing in the device. At the same time, I use the software of Fluent software to the simulation of double shunt open commutator. Through simulation results, it is concluded that the single shunt open commutator has deficiencies, so that it is of the necessity to design a water flow standard device with a double shunt open commutator.The control system including PLC and configuration software to come true the operation of double separator open commutator and the control and inspection of the entire flow standard device operation. Obtained by theoretical analysis and experiment, I gain the experimental data under the condition of actual working condition. This topic design is verified the reliability and rationality of water flow standard device. The whole device has the advantages of simple operation, stable running, high detection, and the important practical significance of the liquid flow measurement.
