Wind energy is a renewable green energy, wind power technology is now the fastest growing renewable energy. Wind's instability and intermittent determines the output of wind turbines also are volatile and intermittent. These problems caused serious power quality, stability and other issues to the power system. With the development of wind power in the world, and gradually increase the proportion of wind power in the power system, the impact of wind power on the system will be more significant. The research and analysis of the characteristics of wind power fluctuations itself and minimize fluctuations in wind power system operating hazards, is the basis for solving these problems. To solve this problem, we made the following studies:(A). Based on the volatility of wind, analyzes the main factors which affecting the wind fluctuations; studied the wind turbine output characteristics model, got the probability distribution of wind power, and established a probabilistic model of wind power.(B). Consider the different applications needs of power system, from different time scale, comprehensively summarized the analysis method of wind power volatility.(C). For short-term volatility of wind power, the paper established wind power fluctuations models based on moving average and conditional probability, the fluctuations of wind power were studied from different angles.(D). Article focuses on the large-scale wind power cluster effect, a series of quantitative description indicators were proposed, established the corresponding probability analysis model, and discusses wind power cluster size and location factors on the cluster effect.(E). Based on the cluster effect of wind power, considering the volatility of wind power output as well as relevance, set up the mean-variance model to study the large-scale optimal allocation of wind power, to reduce the volatility of wind power fundamentally.
