The number of telecommunication base stations has been growing with the rapid development of the electronic industry and communication technology. The communication base stations need 24-hour daily operate ceaselessly to meet the communication requirement, resulting in the rapid growth in its energy consumption. And in the energy consumption structure, the air conditioning energy consumption accounts for 43% of total energy consumption of base station. As a result, it has been a hot topic that how to decrease the energy consumption of air conditioning system, which allures large numbers of experts and scholars to research.Currently, the base station air conditioning energy savings mainly start from the perspective of using outdoor free cooling energy. However, due to the peculiarity of periodic change of outdoor ambient temperature, leading to the imbalance between supply and demand will appear on utilizing the renewable energy source. Phase change energy storage technology can make full use of the phase change material properties, namely storing or releasing energy in the process of the material phase transitions and solving the problem of the existence of temporal mismatch within usage of the renewable energy to realize the reduction of base stations energy consumption and resolve emergency problems such as base station couldn't use air conditioner caused by powering off.The latent energy storage unit is designed in this paper by combining phase change energy storage technology, which based on analyzing the development of existing energy-saving technology, the unit working condition include new wind condition operating, energy storage condition operating and energy discharge condition operating. After operating an experiment to prove the feasibility of this unit, a prediction model is proposed to predict the property of the unit and the prediction result is compared to the experiment result. Meanwhile, a controller of the unit is designed and its control property is simulated to apply in base station.An experiment is performed in differential enthalpy laboratory to research the specialty of the unit. The result shows that the unit stores 26005 k J cold energy in 5 hours and its average efficient energy ratio(AEER) reaches 11.87 in energy storage condition operation. While in energy release condition operation, the unit releases 18370 k J cold energy and its AEER is 9.64.On account of the large spending of the experiment, a prediction model of BP neural network presents in this paper to reduce the cost of exploiting and improvi ng this unit. Through comparing the prediction result to experiment result, those errors of unit's main performance index are less than 2% within an acceptable range.Because the phase change energy storage unit is still in development stage, taking into account the practical application of control problems, and combined with control of energy-saving idea, this paper proposes a fuzzy PID controller. Then using the application of MATLAB/Simulink simulates the controller. When compared with conventional PID controller, the results of control effect shows that the fuzzy PID controller is better than PID controller with faster adjusting time, smaller overshoot and stronger robustness.
