Design And Development Of GIS-based Information Management System Of Urban Planning

Under the grand blueprint, such as ?digital Chinese? and ?digital Plan?, digital city construction of our country set off a climax. Many cities have built or are building their own city information sharing platform, in order to share information with different city departments, to promote the city‘s rapid and healthy development, and to lay the foundation for digitalization construction. Land as an important aspect of city, including spatial form and use type, is the focus object of planning. Planning result‘s quality and management‘s efficiency directly affect the planning‘s implementation, affects the development of city construction.Visibly, planning work is an indispensable link of city‘s digitalize construction, it is the basis for planning approval, supervision and evaluation. Realizing normalization of planning result‘s management, standardization of data and sharing of use is the major objectives of planning management. Hope to realize the data integration management from planning to management between planning design unit and planning management department, through digital construction of city.In this paper, under the thought of the system science and the guidance of system analysis and system dynamics, the concept of information management for city planning based on GIS is proposed, the management system of city planning is designed and developed. The system is suitable for city planning‘s actual work. It structures and storages all data produced on planning, ensures data‘s standardization, and then to guide the urban planning work through effective management of data. It can access the situation of urban planning‘s implementation timely, and provide the basis for the next step in planning and implementation.This study first introduces the concept of urban planning and the basis for land-use planning, and then analyzes the type and features of planning results. The present situation of management is also introduced, especially the problems existing. In order to solve these problems, GIS-based information management system of urban planning is proposed to meet the need of urban planning work. The basic theory and key technology involved in this system is deeply studied. The GIS-based information management system of urban planning is designed and developed with the application of GIS, the secondary development method of Arc Engine, spatial database solution, including Oracle 10 g and Arc SDE. Finally, the system is applied in the actual urban and rural planning work in Fengfeng Mining District in Hebei Province, China.
