With the development of urbanization, each and every city now are changing greatly, and in this process the construction of municipal pipeline network engineering has taken a significant roll. The pipeline network goes through the whole area of city and can cover a very large part, thus the safety of pipeline network can affect the work and life of most residents. It is obvious that the safety and stability of the pipeline is of great importance. The well functioning of pipeline can guarantee the civil and industrial operation, therefore it should be concerned that how the pipeline behave in earthquake and especially after earthquake.In this paper, firstly it is detailed about the groove backfill technology, pipeline installation technology, and the construction difficulties. The groove backfill step is an important link in pipeline construction.Secondly, the present backfill compaction methods are summarized. These methods can guarantee the compactness of soil to the degree that standard requires, however, in the operation phase of backfilled road some differential settlement can be commonly seen. To solve this problem, the water-shaking grit is introduced to meet the criterion. Also the thickness of each batch backfilled sand is optimized which shows that the best thickness of backfilled sand should be 20cm per batch, concerning the economic facts.Thirdly, based on the principals of anti-seismic design, and with the help of large-scale numerical simulation software (FLAC3D) the three dimensional spatial model is established. Then the seismic wave with common acceleration of 35cm/s2 is loaded into the model, to simulate the stress-strain of pipeline and backfill soil under seismic condition. The impact of pipeline diameter on seismic behavior is also studied, and it indicates that the pipeline with a minor diameter presents a better anti-seismic behavior, but the improvement is not so significant. And the result reveals that the impact on pipeline junction is more obvious, so enforcement measure should be taken to strengthen the pipeline junction.Finally, the optimized construction method of water-shaking grit is used to the water supplying engineering of Bayuquan which turns out a good result.
