With China's increasing emphasis on energy development issues,our country established the strategic principle of "saving,clean and safe," and the development strategy of "conservation priority,based on domestic,green low-carbon,innovation-driven”.Regional energy system has became one of the most effective solutions to solve the energy problems.However,the development of regional energy system has just started in China,so better policy guidance and professional assistance is needed for the massive practice and promotion.Therefore,this paper studies on the planning method and guide rules of regional energy system and the analysis direction of the technical points.This paper explore and research on the planning method and guide rules of regional energy system: it summarized the technological format of regional energy system and analyzed the design conditions and applicability of the various cold and heat source projects.Analyzed on the procedures of the promotion and application of regional energy,gave out the important contents for different stages,that is: planning stage,design stage,construction stage and operation stage.Selected the control regulation index of the regional energy planning stage under following the precondition of total balance development,maximizing energy efficiency,building energy load matching and environmental compatibility,etc.Through analyzing the conditions of regional energy planning,such as policy,technique,economy,business mode and application environment,to obtain the influencing factors of the promotion and application of the regional energy system and estimate the influence levels.This paper analyzes the technological factors of load,cold and heat source,transmission and distribution network of the regional energy planning,one this basis,to establish the theoretical model of the regional energy system,compare the cold and heat load coupling effects between different building types and therefore,to get a better building type combination for the residence: business:office=5:1:4/6:2:2;choosing the most reasonable energy supply temperature difference which is suitable for different energy supply dimensions by hydraulic calculation.It concludes that it's much more suitable to use cold set heat distribution system in Beijing area from the analysis on technical and economic issues of the following three systems: hot and cold iso-tube,tube with hot and cold-cold set heat,hot and cold with the tube-heat-cold,and this paper also verified the correctness of this conclusion by combining real examples.This paper researches the regional energy planning,it provides reference for achieving the comprehensive and effective usage of regional energy and could effectively promote the construction of low-carbon urban planning.
