Currently, terrorist attacks are more and more frequent, and have become a major threat to the peaceful development of international social, causing tremendous damage on economy and lives of people and serious panic in people's psychological. In china, because of the research on explosion protection and design for architecture starts late, code for blast protection design of building structures has not been published, hampering the engineering applications of the blast protection design of building structures seriously. So, this paper discusses security planning and load model in blast protection design of building structures in the basis of existing research and sets out the blast protection design process of building structures. The main contents are as following.(1) Security planning for blast protection design of building structures is researched. Several suggestions are given on the choice of building sites to facilitate long term development of blast protection. This paper provides the principles of site planning, including standoff distance, building layout, load and parking, entry control and vehicle barrier. The appropriate manpower and procedures to each blast precautionary level is provided. Several suggestions on the use of electrical equipment are given.(2) Because of there is a big difference between the existing empirical formulas and figures to predict blast loads. So it is not convenient for application in Engineering. In view of this situation, this paper analyzes a lot of existing empirical formulas and figures, then the reflected pressure and fictitious scaled duration with 90% guaranteed rate at different scaled distance were obtained by the use of statistical methods. The curve was fitted out by taking the natural logarithm of these values and corresponding scaled distance. The fitting equation is treated as the values of engineering application. After comparison with “the Code for design of civil air defence basement” GB50038-2005 and UFC 3-340-02, it shows that the reflected pressure values and the fictitious scaled duration of fitting equation are averagely larger 12.56% and 13.95% than their bigger value respectively.(3) This paper gives frame of code for blast protection design of building structures on the base of existing research results and this paper's research. The main contents includes determining blast precautionary level, taking appropriate security planning, determining blast load of building structures, dynamic analysis to structure and progressive collapse design.
