Research On The PMC Contract Price

With scale expanding and complexity increasing of building projects these years,PMC mode gradually developed in our country.The gist of PMC is that contractors ’undertake’ the engineering project management as main cooperated-building subjects;However,as project management enterprises,PMC contractors provide the ’professional management and service’ and are responsible for project owners.So it is require a large degree of responsibility.But just as agent-construction system in our country,the prices of PMC contracts are on the low side.The charge of the project-management unit are usually lower than that of the projectsupervising unit in a project while the owners transfer a lot of responsibility to the projectmanagement units through contracts.In this way,it formed a phenomenon that low price but more responsibility taken by project-management units and this deeply affected the developing of project-management enterprises.Based on previous researches,this paper gave a further analysis to management cost and risk premium of PMC contract.And utilizing analytic hierarchy process the weight of each role work element in project management was analysed and the management premium pricing model of PMC contractor work elements was proposed;The matrix of risk responsibility taken by PMC contractors was estibilished,and the infulence path of undertaking or sharing the risk in project by PMC contractors was recognised.Finally,the risk premium model was established.The two aspects of research content and innovation of this paper are as follows:First,embedded role theory,based on the work content in PMC project process position PMC contractors in the roles of owner agencies and supervisors;Analyse the Highway engineering construction standard bidding documents,standard bidding documents in 2007 and project construction work contract and establish the total elements working set using textual analysis;Make sure the weight of each element of working set through analytic hierarchy process and delphi method;Finally,combining the case of Hainanpuqian bridge project and researches above propose the management premium model in PMC contract.Second,confirm the risk premium including the compensation and motivation from the view of equity between the rights and responsbilities in PMC projects.And discuss the control disposition of PMC projects based on project governance theory.Based on project resonable sharing theory,confirm the possible risk factors in the project and structure the risk set of PMC project using literature analysis method.And then,propose the risk distribution plan and recognise the risk factors which are used to measure the risk premium.And finally,establish the risk premium plan.Above all,this paper take PMC contract price as research object and divide it into management premium and risk premium,and utilizing analytic hierarchy process and delphi method established the management premium measuring model;Based on risk sharing theory,established the risk premium measuring model through CIM model.Provided the operational and guiding pratice process for pricing project contract in using PMC model in our country.New ideas also were provided for other project management mode in pricing the contract.he view of equity between the rights and responsbilities in PMC projects.And discuss the control disposition of PMC projects based on project governance theory.Based on project resonable sharing theory,confirm the possible risk factors in the project and structure the risk set of PMC project using literature analysis method.And then,propose the risk distribution plan and recognise the risk factors which are used to measure the risk premium.And finally,establish the risk premium plan.
