A Discussion On Urban Renewal Of Welfare-type Coastal Tourism Resort

Since the Chinese economy has entered a new age of stable and healthy development, cities have also entered a new stage of internal optimization and renewal from the original outward expanding development mode. In the future, urban renewal will be the main form of Chinese urban development. Urban renewal shall solve not only material aging and recession of cities but also the “recession” phenomenon of urban development power. Since the Chinese economic structure is changing continuously, many recreational and rehabilitation bases built in the original planned economy period are declining, which is mainly reflected in insufficient urban external development power and weakening urban internal adjusting ability. Coastal welfare-type cities which have been used to planned economy system are unable to get rid of such a trend along the existing development track. As an adjusting and supplementary system, urban renewal can relieve the institutional recession phenomenon of cities and adjust the industrial structure of coastal tourism cities, protect urban ecological environment, standardize urban order, enrich urban connotation and finally recover urban competitiveness and energy according to structural problems impeding the development of coastal tourism cities.To compete with emerging coasting tourism cities, the original welfare-type coastal tourism resorts must rebuild the systems, improve the competitiveness and protect the environment so as to overcome the embezzlement and damage on ecological environment because of lacking control power, the confusion and blindness of development and construction because of lacking overall arrangement, the closure and oneness because of rigid system and the recession because of weakening competitiveness. System is the precondition of development. Characteristic is the guarantee of competitiveness. Ecological environment is the fundamental of development. This paper makes new explorations on the transformation and upgrading method of welfare-type coastal cities and works out urban renewal strategies in regional coordination, ecological protection, characteristic exploration,urban pattern and comprehensive transportation according to the urban renewal practice of Gold Coast(North Area) in Qinhuangdao.
