The urban traffic network is the basis of urban development,with increased levels of the urbanization and steady growth the motor vehicle ownership,traffic congestion has not only become the rapid development bottleneck of social and economic,and has a great influence on residents’ travel.City of manpower and material resources are limited resources,often cannot take into account all traffic congestion in the city.The critical links plays an important support role in urban road network,often is the bottleneck of network,the road smooth general characteristic function directly affects the whole network system.Therefore,it is necessary to identify the critical links for cities,Then use the city limited resource to protect the critical links for improving the traffic impact resistance,so as to improve the robustness of the network system.First of all,this paper analyze the theoretical basis of urban traffic congestion from the definition and characteristics,the judgment standard and hazard.including detailed summarizes several important factors affecting the formation of traffic congestion.Which detail summarized several important factors affecting the formation of traffic congestion.Secondly,considering the road traffic capacity often decreased because of traffic congestion,accidents and other reasons,and the probability of each road capacity decline in different sections,different declines have different effects on the efficiency of the network traffic.On this basis,put forward calculation method from the fragility and importance of road to evaluation,according to different criticality to identify the critical link in the network.Again,put forward two aspects of Planning and building infrastructure,traffic management for urban traffic congestion management and control strategies from a macro view.In view of critical link in the objective existence,proposed from three aspects of congestion prevention,congestion evacuation,emergency management to supervise and control the key link congestion.specifically,the critical link traffic preventive measures are mainly carried out two aspects of critical link engineering optimization and traffic diversion;For critical link traffic congestion evacuation should implement distributed area control strategy,Namely according to the different distances from the key link congestion area,the surrounding area is divided into block area,transition area and normal area,the implementation of different traffic evacuation plan for the different regions;The critical link emergency management plan mainly include the rescue plan of casualties,road damage caused by accident and the traffic congestion evacuate timely;Through the three aspects of critical link safeguard measures,to ensure that the critical link of network can maintain high traffic efficiency,so as to improve the capacity of transit network.Finally,through the case of Chongqing yuzhong district part of road network,combined with the survey data and road criticality calculation method,to calculate the potential critical link criticality within the scope of research.According to the calculation result and the critical link traffic management and control method,put forward traffic congestion mitigation measures at critical road and the intersection of the affected,Thus to reduce the traffic jams probability and congestion of negative effects of yuzhong district.This paper puts forward the concept of urban road network key roads,building urban road network criticality calculation method,the research of urban traffic congestion management laid a certain foundation of theory and practice.
