Based on the HAZUS99 seismic damage prediction method in this paper, the time-varying characteristic of structural materials in the general and coastal air environment are considered respectively, and a kind of dynamic seismic damage prediction method based on time-varying characteristic of structure's materials is explored, the specific contents are as follows:(1)The necessity and meaning of seismic damage prediction are elaborated, and the domestic and foreign research works of seismic damage prediction are summed, then author comment the static and dynamic seismic damage prediction method respectively and synopsize the research status of concrete structure's time-varying characteristic and the influential factors of resistance.(2)By consulting domestic and foreign literature, the time-varying laws of strength and elastic modulus of concrete and steel-bar in genera and coastal air environment are studied from the perspective of concrete carbonization and chloride corrosion separately, the time-varying expressions are derived.(3)On the authority of static seismic damage prediction method in HAZUS99, the history, basic principle, procedure, caution items, accuracy and applicability of Pushover analytical method and the probabilistic method of establishing structural vulnerability curve and seismic damage matrix are elaborated, thus a kind of dynamic seismic damage method based on ground motion parameter with the consideration of materials' time-varying characteristic is proposed.(4)Using 5 years as a time point, the 50-years service time of single reinforced concrete frame structure that to be predicted is divided into 11 time points of seismic damage prediction, then the SAP2000 is applied to establish the time-varying structural models in general and coastal air environment respectively, a total of 21 models. The Pushover analysises of these models are conducted respectively, and the time-varying vulnerability curve and dynamic seismic damage matrix of single frame structure are established according to probability formula.(5)Based on the number of layer, the frame structure can be classified in different types(the type of 1 layer~12 layers frame structure), the typical structure of each type is selected to be seismic damage prediction representative in a certain element mesh, the dynamic seismic damage prediction of each typical frame structure is done separately, and the construction area of each type from the seismic damage prediction materials of frame structure in Changle city of Fujian province are used to be proportion guide to obtain the dynamic seismic damage matrix of group frame structure in general and coastal air environment respectively through using weighted average method.(6)The dynamic seismic damage prediction results of single and group frame structure are analyzed separately, and the dominant damage degree of each ground motion, the time-varying laws of each damage degree probability under different ground motion and the time-varying condition of average seismic damage index in general and coastal air environment are analyzed comparatively.
