Fast power system restoration after blackout plays a critical role in reducing the loss caused by blackout. Network reconfiguration is a connecting stage for the restoration process after blackout. A reasonable network reconstruction scheme could make full use of the restored generation capacity to energize the blackout stations, in order to restore the units and the loads as soon as possible. In this way, the restoration process of the system can be accelerated.In this paper, the research on modeling, solving and security control strategy in the network reconfiguration process is based on the hierarchical network reconfiguration model. A power flow control method is proposed and applied to the network reconfiguration model. From the aspect of controllability in network structure, this method eliminates the line overload as well as consummates the security control strategy of network reconfiguration, without adjusting the expected generation capacity and quantity of load. A dynamic coordination optimization model for the restoration of generators, loads and lines is established. In this model, the relative importance of the units and loads are dynamically determined according to the process of network reconfiguration, in order to coordinate the restoration of unit and load effectively. Then, the dynamic coordination optimization model is solved by the Coarse-grained Parallel Genetic Algorithm which could maintain the population diversity of the restoration scheme. The proposed method is validated by the simulation results on the New England 10-unit 39-bus power system.
