With energy crisis and environmental issues becoming more and more serious, the development and use of new energy have become focus of the world. And the Photovoltaic Generation(PV) and Electric Vehicles(EV) turn in an effective way to change serious situation the moment with the characteristics of clean, low energy consumption and flexible use. However, the extensive use of PV and EV charging stations not only have an important impact on the stability and power quality of the power grid, but also the construction of the charging station seriously affects the road traffic, trip of user and other aspects. Therefore, it is of great significance to carry out the optimal allocation of the PV and electric vehicle charging station reasonable, and complete the distribution network planning, among which taking the economic and technical indicators of the power grid, traffic and users into consideration, with PV and charging station.Based on considering the effects of PV and charging station on distribution network loss, power quality, economic investment, and charging station in road traffic, user's use and other aspects, in order to solve the problem of optimal allocation of PV and charging station in the existing distribution network, this paper suggests a optimal planning model to minimize the construction investment, the environment cost and charging time. This model has considered not only the charging convenience of EV users under specific traffic volume of each road, but also randomness of the photovoltaic generation and volatility of the power load. Then the non-dominated sorting genetic algorithm with elitist strategy(NSGA-II) was used to get the Pareto solution. At last, the IEEE33 node distribution system is used to confirm the feasibility and effectiveness of the proposed model.EEE33 node distribution system is used to confirm the feasibility and effectiveness of the proposed model. For the problem of distribution network coordination planning with PV and charging station, this paper propose a joint planning method. In this method, randomness of the photovoltaic generation and EV users charging and volatility of the power load are taken into account. what's more, based on the probabilistic power flow, this paper suggests an optimal planning model to minimize the construction investment, charging cost, network loss cost and to maximum the environment benefit, which consider the economy, charging convenience, environmental protection and stability of power network. Then the Binary Quantumfiehaved Particle Swarm Optimization(BQPSO) is used to get the solution. At last, the IEEE33 node distribution system is used to confirm the feasibility and effectiveness of the proposed model.
