As basic natural resources,water resources is an organic component of comprehensive national strength of China.It has close relation with people’s life and economic development,as well as the cooperation and exchange between China and neighboring country and the regional stabilization.To reach the goal of sustainable development,we should guarantee water resources safe first,get the support situation of water resources to society and economy,reasonably evaluate the sustainability of water resources.Based on Sustainable Theory and System Theory,the concept and structure of water resources system is put forward from the viewpoint that regional resources,eco-environment,development and utilization of water resources,and economic-social situation interconnect with each other and support the water resources system together.Using press-state-response(PSR)model,the evaluation indicators system of regional water resources sustainability is established;referencing others researches,the concepts and quantitative characterization of water resources development degree,coordination degree and sustainable degree are proposed to evaluate the development condition,coordinated relation and sustainability of water resources system.In that case,a comprehensive evaluation method of water resources system sustainability is obtained.Combining relative data,the water resources system sustainability of three economic belts on China mainland in the year of 2005,2009,2013 are evaluated to find the differences of sustainability among the provinces in the same economic belt,and to find the differences among the three economic belts and its temporal evolution.Selecting 30 provinces on China mainland in 2013 as the example,the development condition,coordinated relation and sustainability on a national scale are evaluated and 4 patterns of water resources system sustainability are obtained.I wish it provides a reference to relative department on their policy and decision.The main conclusion shows below:In the year of 2005,water resources system sustainability of Shandong,Guangxi and Jiangxi,those belong to eastern and middle economic belt,were in Grade I while Shaanxi and Xinjiang,those locate in western economic belt,were in Grade V.In general,water resources system sustainability in western economic belt was better than that in eastern and middle economic belt.In 2009,water resources system sustainability of Guangxi,Hainan and Jiangxi in eastern and middle economic belt were in Grade I while Chongqing and Yunnan in western economic belt in Grade V.Overall situation got a progress compared with that in 2005.In 2013,water resources system sustainability of Guangxi,Henan and Ningxia,included in Three economic belts were in Grade I while of Shaanxi,Sichuan,Guangdong and Zhejiang,those locate in eastern and western economic belt,were in Grade V.Sustainability situation in eastern economic belt turned better and that in western turned a little worse.There is no obvious law on spatial distribution of water resources system sustainability grade.In 2013,Heilongjiang had the highest sustainable degree of water resources system among the 30 provinces on China mainland.Qinghai was the lowest one.There were 17 provinces,held an important proportion of the whole nation,belonged to less sustainable state.In general,sustainability situation of water resources system considered opposite.We should still pay attention to the development of water resources system,improve the sustainability in some provinces and make general sustainability better.According to the compound mode of development degree and coordination degree,combining the results of sustainability evaluation on water resources system in 2013,four pattern of sustainability is summarized.They are LDLC pattern,LDHC pattern,HDLC pattern and HDHC pattern.Qinghai,Gansu and Ningxia,Guangdong,and Heilongjiang respectively belong to those patterns.The four patterns may mutually transform,we should notice the change of water resources system,make LDLC pattern,LDHC pattern and HDLC pattern turn to HDHC pattern.Meanwhile,we should avoid the change of HDHC pattern to worse patterns.
