In recent years, with the rapid development of wind power and other new energy, large-scale new energy grid brought great influence on power system. First of all, it will influence the system frequency modulation(FM) when the new energy access system; At the same time, due to the slow ramp rate and not prompt response of traditional frequency modulation unit, it can not modulate the frequency of system with new energy. So it can destroy the stable operation of the power grid. Therefore, how to analyze the frequency modulation capacity of system considering the new energy and how to solve the problem of system frequency modulation in time is the key point of this study.This paper analyze the system frequency modulation considering the wind power. Firstly, summarizes the traditional ways which determine the frequency modulation capacity, and then provides a quantitative calculation method. This method is based on the time average method, according to the historical load data and power generation data sequence, and the error data. The method bulid the calculation model of future year's load and wind power based on the production sequence. And calcucating the FM capacity which aim to minimizing the area control error.This paper firstly introduces the power system frequency control and interconnected power system, then using the classic of two areas AGC(automatic generation control) model for load frequency control, and establishing a model of energy storage power station, this chapter provides different control strategies due to the primary and secondary frequency modulation. For participating in primary frequency control system, simulating the traditional generator primary frequency control with a droop control variable; Forparticipating in secondary frequency modulation system, this chapter proposes a strategy according to the partition of area control error, and comparing this strategy with fuzzy control method. Finally, this paper validate the effectiveness and feasibility of this strategy by using examples.
