In recent years, Our country step in developing circular economy, building a resourceconservation and environment-profitable society, the putting forward of materials saving techniques of green building conforms to the background of the time and points out the direction for the development of construction industry. Requirements of saving material techniques are maximizing the saving of resources, reducing energy consumption and the pollution to the environment under the premise of not to reduce the construction scale and construction quality. The developer's designing and using materials saving techniques of green building is the key to promoting these techniques, therefore, it is necessary to demonstrate the feasibility of materials saving techniques from an economic standpoint. Throughout the research of materials saving techniques and utilization of green building in China, the research almost aims at concept and evaluation, lacking in systematic economic statistics and research. From the economical angle, this paper set up the cost-benefit model of it after analyzing saving materials and utilization techniques, combined with the actual case of Gansu area, and scientifically analyzed the economic feasibility of green building.Firstly, this paper summarizes the materials saving and utilization techniques in accordance with the requirement of "Green Building Evaluation Standard" GB/T 50378-2014.Then, it extract appropriate techniques for Gansu area in allusion to Gansu unique geographical location, climatic conditions and socio-economic development and analyze the economics of material saving techniques according to budgetary norm, regional basic price, documentation and public data. Finally, based on the theory of system dynamics, combined with the actual case, this paper establishes the cost-benefit model of materials saving techniques and analyzes development trend of each technique's earned value, evaluate the economic feasibility of material saving techniques. The main achievements of this paper include:(1) According to the requirements of "Green Building Evaluation Standard" GB /T 50378-2014, this paper sums up the three major techniques: saving material related techniques, material optimization techniques and Green Building Materials. For the special geographical location of Gansu Province, the development of the construction industry as well as environmental conditions, this paper extracts five main techniques suitable for Gansu area: ready-mixed mortar, ready-mixed concrete, high strength steel, waste recycling, construction and decoration factory integration prefabricated.(2) By querying budgetary norm, regional basic price and other literature, five kinds of techniques are analyzed and compared with the ordinary techniques.(3)On the basis of system dynamics theory, with the aid of computer software VENSIM, this paper carries out the analysis of relation between cause and effect and draws the system flow chart. Then, this paper determine the boundary of the model and carries out the efficacy and sensitivity on the model.(4) Proposed some assumptions according to theoretical analysis, in a green building actual project as an example, this paper analyzes costs and benefits of each materials saving techniques from the contractor, and carried on the simulation of positive and negative two economic measures such as economic subsidies and punishment impacts on Cost-benefit of contractors and social environment. Analysis results show that the practical and effective of cost compensation mode, to a certain extent reduce the cost of the developer, professional processing business pressure, improve their firms' profit, promoting the construction waste resource utilization. Then, in order to deal with materials saving techniques problem with object-oriented processing measures, the paper has proposed that the Chinese government should adopt the strategy of combining subsidies with punishment in the present stage.
