Relying on the local geographical environment and the advantages of natural resources of Bayannur City, a variety of power generation including water, fire, wind, and solar energy are developing rapidly here. At present, installed capacity of new energy power generation is large in Bayannur City, but new energy generations, including wind power and photovoltaic generations, are of low controllability, and are not fully matched with power demand. Wind power and other new energy power generations have the characteristics of anti-peak regulation and which further enhance the difficulty of fully consumption of new energy. With continuously improvement of installed capacity of new energy in Bayannur City, local new energy consumptive issues are also increasingly prominent. So we need to study on the effective methods for new energy consumptive ability.In order to improve the absorptive capacity of new energy in Bayannur, based on the specific characteristics of Bayannur City, this paper studied the reasonable and effective method of load management. Method of load management optimization method is put forward and the method is verified to improve the actual effect of the absorptive capacity of new energy power generation in Bayannur.This paper mainly completed the following work:Study on Modeling of new energy consumptive is completed. This paper fully analyses the Bayannur City new energy development status and trends, as well as the related fields of research and practice of the status quo. Wind power and photovoltaic energy consumptive models in Bayannur City are completed. And in order to maximize the new energy consumptive ability, objective function under the security and stability constraints is given, which can be the basic for the following chapters' research.The optimization strategy of time division for improving the new energy consumptive ability is completed. Based on the actual development status and foundation of equipment of Bayannur, this paper uses tine-of-use prices encourage demand response programs as the main method of load management. Based on piecewise load transfer models, the price based DR load transfer model of the modeling work is completed. On this basis, the paper uses the partial Cauchy distribution membership function of fuzzy clustering method to realize the time division strategy optimization calculation, and get new energy consumptive optimization strategy. The results accord with the actual situation of local data.The optimization method of price strategy with improved black hole algorithm is put forward. By derivation, this paper shows the complex nature of the nonlinear higher order of demand response transfer model under the constraint of satisfaction. Given this nature, this paper put forward the improved black hole algorithm to realize time-of-use price scheme optimization calculation. Part of the general industrial load and agricultural load are chosen as demand response participants. The numerical example verified the method proposed in this paper can improve the absorptive capacity of new energy in Bayannur, and can also guarantee the economic interests of participants, which confirms the effectiveness of the method in this paper.
