Nowadays, the exploit and development of reusable energy is being paid great attention to all over the world under the background of reducing fossil energy and increasing environment pollution. With the permission of distributed generation connecting into the power grid. Solar Photovoltaic Generation in China increased rapidly. Since the calculation of the subsidy amount depends on the ammeter installed by the power-supply company, the accuracy of the ammeter is critical to this calculation. The traditional ways of preventing the cheatings are targeted on the slow reading of ammeters, while these ways are not suitable for preventing the cheating of Solar Photovoltaic Generation subsidy since this cheating is realized by increasing the reading speed of ammeter. Therefore, a new way of identifying whether the metering of Solar Photovoltaic Generation is accurate is necessary.This thesis analyzed the possible means of cheating subsidy in PV generation, and proposed the method against cheating subsidy. Based on the Matlab/Simulink simulations, a model of Solar Photovoltaic Generation is built. By comparing the target users generating capacity, the theoretical generating capacity and the same administrative areas of other user’s photovoltaic power generating capacity, the suspicion coefficient of cheating subsidy is defined, which is used for distinguishing the cheating behavior. By the experiments in a real administrative area of 20 residents in Nanjing, this method is proved to be an effective way. Also in order to push this method into practical use, this paper developed the man-machine interface program, which is able to calculate the suspicion coefficient only by one-touch.
