In recent years, with the rapid development of industry and the continuous progress of society and the promotion of clean energy, energy has become a target for all countries in the world competition, and electric energy is a very important part of it. At the same time, people’s demand for the quality and stability of electricity is also getting higher and higher. As an important control of hydropower unit to stable operation of equipment and an important component of the turbine regulating system,the parameters of the hydraulic turbine speed control is directly related to the stable operation of the turbine regulating system and regulation of quality, which further affects the quality of electric power.With time-varying and nonlinear characteristics, the hydraulic turbine regulation system is a complicated closed loop control system, which is composed of pressure derivation, generators, hydraulic turbine and governor and other units. A hydraulic turbine regulating system with good dynamic quality is not separated from the choice of optimal regulator parameters of the governor. It is also an important issue to ensure the safe operation of the unit and the power quality. At present, the most widely used in hydraulic turbine governor is PID regulator.After analyzing the various kinds of optimization algorithm and modeling the hydraulic turbine governor, this paper,this paper put forward the gray wolf optimization algorithm, which has a better precision and stability, applying to PID parameter optimization in the hydraulic turbine governor. Taking the real data of a hydropower station in our country as an example and the ITAE criterion of hydraulic turbogenerators speed as the fitness function of the Grey Wolf Optimization algorithm, It carries out the computer simulation to the traditional PID governor and the fractional order PID governor with the real data of a hydropower station in China.The results are relatively better if the fractional order PID governor is applied.
