There are a number of air traffic management techniques and methods introduced to manage the demand with capacity. Accurately evaluating the operational performance is the premise of understanding the effects of applying these techniques. In addition, it is necessary to study the factors that affect the operational efficiency in order to precisely determine it and also find ways to improve the operational performance.This paper firstly analyzes and summarizes the relative literature of airport operational efficiency. By studying the flight operation process and characteristics of domestic airports, the airport flight operational efficiency indicators for Chinese airports are designed. Based on the FAA and EUROCONTROL's methodologies of determining the taxi efficiency, an improved method to estimate the unimpeded taxi times is proposed after analyzing the correlation between various explanatory factors and the taxi times. The multi-linear regression model built shows a better performance on determining the unimpeded taxi times when compared with the FAA model. Then the impact of air traffic flow constraints(ATFCs) on departure flights is studied. The correlation between ATFCs, constrained flights and the ground holding delay is analyzed. The result shows the number of constrained flights is mainly dependant on departure flight scheduling and there exists a delay between the peak number of ATFCs and the peak ground holding delay. Finally the Beijing Capital International Airport(PEK) is used to evaluate its flight operational performance and the results are compared with other hub airports in China, the US and Europe. The outcomes reveal that PEK has a relatively low efficiency on departure and taxi-out and keeps an average level on taxi-in and airport release rate.
