The essence of congestion in urban transportation system is the unbalance between transportation demand and supply, it's necessary to plan transport networks properly for meeting the transportation demand and relaxing the mitigating mobility related problems simultaneously. The core of transportation network design problem is searching traffic improvement strategy which brings optimal social benefits for transportation network, and it can guide the formulation of proper traffic planning program and management policy. This thesis has conducted the following researches.Firstly, the meaning of transportation equity in transportation system is analyzed through the connotation of transportation equity, on the base of which the classification and the way to evaluate is put forward, and the transportation equity in transportation network design problem is also discussed. Secondly, the transportation network design bi-level model based on transportation equity is proposed, the upper model contains two planning objectives: the minimum total travel time of road network and the optimal transportation equity, and the lower model describes the traveler's choice behavior of path and destination when the trip production rate of each zone is determined. Thirdly, reasonable algorithm is designed based on the type of the upper and lower model respectively, the upper model is calculated by the genetic algorithm which is improved with the distance-based method, and the lower model is calculated by double stage algorithm. Lastly, a simple network is set with some proper assumption to calculate the model, in the process of calculation, the decision variable of the model militates as continuous type and discrete type respectively, and the result of each type is analyzed and compared with each other.The models proposed in this thesis can be useful as a planning tool for transportation network planning. It can generate optimal planning scheme which possesses maximal social benefits and optimal transportation equity under given transportation network, at the same time, the algorithm designed puts up great computational performance.In a word, the bi-level model and the algorithm can offer help for the formulation of transportation planning management policy which guarantees transportation equity of travellers.
