| With China’s fast development of economy and accelerated urbanization, number of elevators grows rapidly. Elevators are widely applied in the economic development and our daily life while its surging number has brought safety concern as well. There have been some elevator accidents in recent years and its safety has become the top concern in the society. How to implement effective supervision in terms of elevator safety has become a new topic for the government. China has established a basic full-process supervision system including production, usage and maintenance of elevators, but the system needs to be improved as number of elevators continuously increases and the social environment keeps changing.Extensive surveys and analysis have been carried out in aspects including production, usage and maintenance of elevators using research approaches such as document study, case interview and survey research. Major issues in the supervision of elevator safety in Shanghai has been sorted out in this document including number of elevator safety supervisors from the government misaligned with number of elevators; the government has not yet established a rational elevator manufacturer exit mechanism; the government has not implemented sufficient supervision on elevator maintenance companies; the government has not carried out adequate propaganda on laws & regulations, safe riding knowledge related with elevators, etc. Finally, use the new public service theory and the government interventions theory, suggestions have been given on the elevator safety supervision to the Shanghai government in aspects such as promoting government organization transformation, improving local regulations on elevator supervision, improving the elevator manufacturer exit mechanism, enhancing targeted supervision and intensifying the propaganda of safe elevator riding by referring to domestic/foreign experience in elevator safety supervision, in order to prevent and reduce elevator accidents. |
