The highway traffic with high speed, large capacity, good mobility characteristics, greatly shorten the distance between cities and promote the development of social economy. However the freeway congestion is emerging at this stage, becoming the most serious and emergent problem to solve. Therefore, in the goal of dynamic monitoring trends of highway traffic and obtaining a comprehensive and accurate assessment of the freeway congestion, it's critical to establish a highway traffic operation evaluation system, providing a related quantitative analysis method and basic for analyzing the mechanism of congestion, the potential problems of traffic system and proposing an improvement draft.To solve the above problems, this paper proposes a method to evaluate the status of highways through utilizing traffic performance index. Specifically, a calculation method of traffic performance index is defined as a priority, and then a complete process of index estimation is analyzed emphatically by using floating car data, including highway interval division, topological map-matching, driving route calculation, congestion judgment and other sectors. Meanwhile, for highways of no floating cars covering, a weighted sliding average time series prediction method is offered for the index estimation, which is beneficial for analysis of performance and congestion of integral road network. Based on the big data platform of Storm, this paper implements data process, data analysis and key algorithms of index background calculation. Finally, real-time traffic performance index is published in the form of websites, mobile phone APPs and official accounts of Wechat to guide travelers to travel in a reasonable time, manner and line, which can effectively regulates traffic travel demands to ease road traffic pressure, having a certain practical significance.
