For the implementation of the Haixi "Large Port,Big Channel,Large Logistics"transportation development strategy,to promote and enhance the position and influence of Haixi port group by large-scale,it is major initiatives and urgent need to speed up the development of Sanduao ports area.Chengao berth is an initial project of the general wharf in western Chengao.To ensure the navigation safety and provide a reference for the next stage of process,it is necessary that navigation safety assessments are carried out.The paper combines domestic and foreign research results about navigation safety of port and fairway,spans many studies such as port programming,channel engineering,navigation science and technology etc.,making use of the theoretical analysis and calculation,to study the berth project involves berth length and height,the designed water depth and width of frontier port waters,waters basin cyclotron scale,and to check whether the design of general berth meets specification requirement or not.Based on the analysis of the navigation environment in Chengao waters,the paper researches the navigation environment mainly by investigation and experts opinions.Identify and pick the effect factors of port navigation safety,so as to determine the influence of navigation safety evaluation index.According to the characteristics of the navigation safety evaluation index,types and species,classifying evaluation index,establishing evaluation index system.Using fuzzy comprehensive evaluation method,combinding qualitative analysis and quantitative analysis,carrying out the navigation safety assessment.Moreover,to verify the correctness of the theoretical analysis and calculation,the simulation experiment was carried out by navigation simulator.Set the related parameters in the simulation environment and simulation ship,according to the external influence factors such as wind,current and working condition of ship maneuvering,carrying out ship analog experiment and collecting the related data.Through statistics and analysis of the test data,in combination with the practical situation of water,put forward simulation test conclusion,the existing problems and potential safety problems are find out.Finally,some measures and suggestions are suggested to improve the safety of navigation environment are put forth.The study indicates that the design of the berth and fairway in this program can reach the technical requirements of the specification,and meet the current navigation safety requirements,if the above measures and suggestions are performed.
