Due to the shortage of fossil energy resources and environmental pollution,many countries have had to make an adjustment in their energy development strategies.Wind/PV/storage hybrid power generation system provides a new channel to the development and utilization of the new energy sources of wind and solar.Therefore,rational allocating the capacity of wind/PV/storage during the planning and designing of wind/PV/storage hybrid power for the customers is of great significance for the customers'economy and the reliability of power supply.Besides,with the development of society and economy,the gradually increasing electricity peak-valley difference has brought a great challenge to the power grid operation.In order to reduce the electricity peak-valley difference,government has formulated relevant tariff policy to guide the customers that have great potential of peak load shifting to participate in the peak load shifting.However,unlike traditional customers,the customers of wind/PV/storage hybrid power play the both roles of demander and seller at the same time,thereby their response of peak load shifting undergoing a fundamental change accordingly.Hence,further study on how to formulate a more rational tariff policy to tap into the potential of peak load shifting of the customers is still needed.Based on the profound analysis of the characters of the time-of-use pricing mechanism and the feed-in tariff mechanism for new energy,and considering the loss of battery charging and discharging and its service life,this paper proposes a heuristic electricity strategy of the wind/PV/storage customers and gives a method to optimal configuration the capacity of wind/PV/storage.In addition,this paper also analyzes the sensitive factors that has influence on the behavior of customers' power consumption,and discusses the electricity price policy that guides customers to participate in the peak load shifting of grid by adjusting the time-of-use pricing and solar feed-in tariff.First,the discussion on the working principles of wind and photovoltaic power generation is conducted in this paper,as well as the analysis on the typical structure of wind/PV/storage hybrid power generation system and the establishment of the mathematical model of operation characteristics of wind power,solar power and battery storage systems.Next,with the consideration of the influence of the battery discharge depth on its cycle life,the mathematical model for capacity optimal configuration is established in this paper,which is aimed at minimizing the annual total cost for wind/PV/storage customers.In the meantime,the idea of a separate pricing which sets the energy storage price is introduced,and researches on the issues of the capacity optimal configuration of the wind/PV/storage customers under the unified and time-of-use pricing policy at present is conducted.Under the time-of-use pricing policy,customers can achieve the total cost minimization by adjusting the exchange power with grid according to different working conditions.Thereby this paper proposes a heuristic electricity strategy and a PSO(particle swarm optimization)-algorithm-base optimal method for the capacity of wind/PV/storage,along with conducting the optimal configuration of the capacity,taking a coastal residential area in East China as an example.The numerical results indicate that the proposed electricity strategy effectively improves the utilization of the battery,not only reducing the annual total cost and improving the power supply reliability for the customers,but also offering further help for grid "peak load shifting" so as to achieve mutual benefit between the customers and grid.Additionally,this paper conducts the quantitative analysis on the influence of each factor on the customers' participation of "peak load shifting" and the operation of grid,in view of the sensitive factors that influence the wind/PV/storage customers' behavior on participating in the peak load shifting of grid,including electricity price(time-of-use pricing and solar feed-in tariff)and energy storage equipment investment(equipment cost and charge and discharge loss).Based on this,this paper also discusses the electricity pricing strategy on guiding customers to participate in the adjustment of grid,which provides a reference for the grid company.
