This thesis mainly tells about the harm of the harmonic, and analyzes the principle and source of the harmonic. It provides a lot of useful data for controlling the harmonic pollution.A low cost and high efficiency single-phase harmonic energy meter is provided for the ordinary people who use the single-phase energy meter. This thesis introduces the function of the single-phase electricity meter and the measurement principle of the software algorithm library. This thesis analyzes the influence of the harmonic to the measurement error. The influence is different to various types of electricity meter. It analysis the theory of the harmonic produced. It introduces several common methods which are used for measuring the harmonic, and analyzes the advantage and disadvantage of each other. Here a method called "Goertzel algorithm" which can be used for measuring the harmonic is introduced. It is an improved algorithm based on the Fast Fourier Transform. In this thesis the principle of the Goertzel algorithm is explained in detail. It is suitable for single-phase electricity meter with the characteristics of less computation and less system resources occupancy, and this algorithm overcomes the problem of the Fast Fourier Transform to calculate harmonics causing the spectrum leakage and alising. The feasibility of this method in the measurement of harmonics is verified by software simulation. Not only solving the problem of high performance chip in single-phase harmonics electricity meter, but also producing the economic benefits for the Grid State of China. Therefore, according to the cost and the measurement accuracy, the single chip solution using the Goertzel harmonic algorithm is the most value solution in the single-phase harmonic electricity meter.
