The flexibility of the power system refers to the ability of system responses power fluctuating in the power supply side or load side,which focus on the time scale of 15 min to 1h,indicating the adjusting resource adequacy in the scheduling period.The flexibility of the power system depends on the power regulation characteristics and load demand response characteristics,due to the lack of effective demand response incentive mechanism,the system flexibility mainly depends on the power regulation characteristics of the power.The traditional method of unit commitment usually based on the static constraint of power balance,ignoring the difference of unit regulation performance,may lead to the designated unit commitment mode can not adapt to the fluctuations of renewable energy power,and then caused the curtailment of wind and solar.Therefore,it needs to combine the fluctuation characteristics of load and renewable energy,evaluating the adequacy of the system regulation resources in the scheduling period,and guiding the operation personnel to arrange flexible resources according to different operation conditions.This paper around the conception of power system flexibility,firstly,we will choose to adjust the ability of power regulation as an important index to quantify the flexibility considering the main difficulties in tracking the load fluctuation for the high penetration of renewable energy in power system is power regulation scope.Secondly,in order to analyze the flexibility with the influence on the system transmission constraints,this paper defines the flexibility matrix,analyzing the flexibility of the system under network constraints adequacy situation with the determination of each partition net network flexibility and power transmission limit.Thirdly,proposing the method to assess the renewable energy accommodation by system flexibility analysis.The method has the ability to analyze the consumption of renewable energy,so the operating personnel can adjust the auxiliary scheduling resources according to renewable energy consumptive index.Fourthly,the influence of energy storage device and electric heating load on the system's flexibility is analyzed.In certain scenarios,analyzing the flexibility of the system with different configures device.Finally,the system flexibility evaluation software is developed basing on the above theoretical research and combing with the actual operation requirements.
