In recent years,China’s railway construction has experienced rapid development,railway operating mileage reached 124,000 km,with the continuous development of railways,railway safety factors also increased,emergencies show a wide variety and a big impact.Emergency rescue and disposal of railway transport emergencies is an important part of the safety of railway transportation.In order to assist the railway emergency work,Institute of Computing Technologies of China Academy of Railway Sciences developed a railway emergency platform under the organization of the Ministry of Railways(now China Railway Corporation),and it was used so far.The function of the railway emergency platform is not perfect,emergency platform data of the China Railway Corporation and the railway bureaus can not be shared,and can not make full use of the railway bureau resources and other data,including attribute data and spatial data.Therefore,the emergency management department of the China Railway Corporation put forward the upgrading,optimization and integration requirements for the emergency platform,and to achieve the event handling function based on the GIS.This paper studies the purpose of upgrading the railway emergency platform,and focuses on the realization of GIS function.To ensure that the platform upgrade can play a railway emergency response,this paper first analyzes the data requirements and functional requirements of the platform.Secondly,in order to realize the GIS function of the platform,the GIS technology and the composition of the traditional GIS system are analyzed.It is found that the traditional way is costly and not conducive to maintenance,and more importantly,the sharing of spatial data can not be realized.Therefore,the technical route of railroad emergency platform based on Railway Geographic Information System(RGIS platform)is proposed,and the REST architecture style,privilege control technology and HMAC-SHA1 encryption algorithm are mainly studied.Then,the detailed design of the railway emergency platform is designed,including the overall structure of the system,the synchronization and processing of the data,the design of the table structure,the design of GIS and non-GIS functions and the design of the key technology.Finally,describe the basic process of platform upgrading,and realize the railway emergency platform,show a brief description of important functional modules.
