With the development of China's social modernization,civil aviation industry has also been rapid development, the traditional way of aircraft refueling has been far unable to meet the needs of aircraft refueling. Due to the uncertainty and randomness of the aircraft landing,At the same time period,there may have no aircraft refueling, there may be only one aircraft refueling, there may be more than a dozen aircraft urgently need to refuel at the same time, this will make the pipeline pressure, flow fluctuations fluctuate greatly, which requires a refueling system at the same time to ensure that the fuel line pressure flow constant, and It quickly and efficiently adjust the pressure flow of the fuel line to make it constant when the number of refueling aircraft changes. And the existing airport refueling system is far from meeting this requirement. Therefore, in order to solve the technical problems of the current airport refueling system, the design of a stable and efficient automatic monitoring system is of great significance,so as to better serve the development of the aviation industry.In view of the disadvantages of the existing airport refueling system,this paper adopts frequency control technology to design a constant pressure refueling system based on PLC and WINCC. According to the performance index (such as pressure, flow, the maximum number of aircraft, etc.), the pump-piping system is designed. According to the constant pressure gas control mechanism ,we establish the approximate mathematical model of the system,and the design of adaptive fuzzy PID variable frequency refueling control algorithm,through the MATLAB simulation validation,and achieved the desired control effect?At the same time, we designed the hardware system and software system, using AutoCAD to carry out electrical control schematic design, including the PLC and its extension module external electrical diagram design, frequency converter and its external electrical diagram design,motor circuit and its external electrical diagram design and other electrical diagram design. And the preparation of the ladder diagram program and STL program based on S 7-300: including the local automatic control function, local manual control function, remote automatic control function, remote manual control function and the design and implementation of adaptive fuzzy PID algorithm. And the system simulation is realized by using PLCSIM.At last, the remote monitoring system is developed based on WinCC software, which is used as the host computer to realize remote monitoring and control. The man-machine interface of the monitoring system can display the system analog quantity, the change of the switch quantity and the event record, such as the pressure and the flow rate change, the alarm,the change tendency of the variable,the archive history data. At the same time,it can realize the system start,stop,manual control and automatic control in the monitoring interface,so as to realize the remote control of the whole system.
