In recent years,as China's air traffic demand continues to grow,the pressure of civil aviation departments protecting aviation safety increases day by day,and the insecurity incidents of aircraft occur from time to time.How to effectively carry out search and rescue work are very important especially in case of civil aircraft accident has occurred.Therefore,in order to avoid missing the best search and rescue time,and reduce the occurrence of secondary accidents,the paper carried out a study of the allocation method of civil aircraft search and rescue(SAR)facilities and equipment,the optimization of SAR resources,the evaluation of SAR capability,the SAR information system,and developed and realized the civil aircraft SAR information system.The study on allocation scheme of civil aircraft SAR facilities and equipment is targeted at the preparation stage of SAR,and put forward the basic requirements of facilities configuration for different search terrains,which is based on the analysis of the operation plan of communication,navigation and monitoring facilities.The study on optimization of civil aircraft SAR resources is aiming at the implementation phase of the SAR,and to carry out a study on SAR resource scheduling and optimization issues of multi resource point and multi resource demand point.Take achieving maximum utility degree of helicopter,the shortest delivery time of the total resources and resource satisfaction maximization as the optimization goal,a multi-objective optimized integer optimization model is established,and genetic algorithm is adopted to solve the model.Finally,take a case study based on Southwest China to analyze and verify the reliability of the model and the algorithm.The study on civil aircraft SAR capability evaluation is aiming at the evaluation stage after SAR.Based on the deep and systematic analysis of civil aircraft SAR cases as well as laws and regulations,construct a SAR capability evaluation index system to conduct quantitative analysis of each index factor of civil aircraft SAR capability,and combine with the actual situation of SAR,build a SAR capability evaluation model based on improved Fuzzy Analytic Hierarchy Process(AHP)and take a case study.Finally,the civil aircraft SAR information system based on the Service-Oriented Architecture(SOA),which developed with VS2012 integrated development environment,use C# programming language to design the function modules needed by the system,including the geographic information management for search area,search facilities preparation,SAR capability assessment,optimization configuration for search resources,search case management,search plan management,login management and integrated query,etc.All of the functions are applied to search and rescue civil aircraft,and it is helpful to improve SAR collaborative abilities.
