| Wind power generation has become the power generation technology with the fastest development and the highest competitiveness among new energies,with its mature technology、low cost and large-scale exploitation and utilization advantages.With the increasing of on-grid wind power penetration,the wind power units have changed their role from "qualitative supplement" to "partial substitution" relative to conventional units,and the problems about system safe and stable operation have emerged.In view of the relatively smooth and stable output characteristic of wind farm cluster,it is possible for the wind farm cluster receiving dispatching center’s real-time control,but wind turbines usually operate in a maximum operating mode with lack of support to the system frequency.When the system load fluctuation is large,the AGC units regulating capacity is insufficient and the frequency index is worse,how to make the wind farm cluster release fast regulating capacity to supplement the lack of regulation capacity of AGC units to keep frequency stability has become an urgent problem to be solved after connecting wind power to the grid.In order to ensure the plenty system frequency adjustment capacity,the strategy is studied about wind farm cluster autonomous power allocation and coordinative dispatch with the routine units involved in the system frequency regulation under certain conditions in this paper.First,according to the wind farm practical operation data and the output power curve,the wind power output characteristics are analyzed.Through the analysis of wind power generator regulation characteristics and system frequency regulation principle,this paper elaborates the influence on frequency regulation after wind power integration to system.Then,this paper introduces a series of power grid guidelines and regulations formulated by some countries with high wind power penetration for dealing with the wind turbine helplessness to frequency variation.Second,through the relevant indicators formulated,this paper analyzes qualitatively the output characteristics of wind farm and wind farm group.Based on the wind power ultra-short term predictive information and predictive trend,wind farm groups are divided into three types,explicit all kinds of wind farm groups control principles and power allocation methods.The method is validated by the ultra-short term predictive information of wind farm cluster,to laid a solid foundation for wind farm cluster to involve in the system frequency regulation strategy.Finally,based on the analysis of the active power regulation coordination relationship among NON-AGC units、AGC units and wind farm cluster,this paper put forward a control strategy for making the wind farm cluster release fast regulating capacity to supplement the AGC units gaps to participate in the system frequency regulation in certain situations,and the coordination conditions among the NON-AGC units、the wind farm cluster and AGC units are given,coordinated scheduling models of the three types of units are established.The example analysis shows that the scheduling strategy and mathematic model can get a rational and applicable result. |
